As Vice President of Policy, Gretchen Morgan leads Linked Learning Alliance state and federal policy work to expand access to high-quality college and career pathways for California’s youth. In this role she synthesizes field insights, facilitates connections, and collaborates with communities and policymakers to influence policy changes that center student thriving.

Previously, Gretchen served as Managing Partner at the Center for Innovation in Education (C!E), where she and her team partnered with local and state leaders to apply inclusive design and innovative impact evaluation in reimagining public school accountability. The aim was to create systems that improve student engagement and learning while building public trust.

Gretchen was also President of CareerWise Colorado, where she led the launch of a statewide youth apprenticeship system. Before that, she served as Associate Commissioner of Innovation at the Colorado Department of Education, overseeing strategic initiatives including assessment pilots, competency-based learning, and the state’s charter, postsecondary, and student re-engagement efforts.

Her career began in schools, where she worked as a principal, curriculum and program developer, instructional and leadership coach, and elementary school teacher.

Gretchen holds a master’s degree in elementary education from Columbia University and a bachelor’s degree in human development from University of California, Davis.
