SB 223 (Liu – D)

Establishes a program for categorical funding flexibility for school districts, which would be operative from the 2015-16 fiscal year through the 2019-20 fiscal year. The program would continue the flexibility of programs currently in flexibility, but would exclude Regional Occupational Centers and Programs, adult education programs, and specialized secondary education grant programs from flexibility. For school districts to receive categorical flexibility, requires demonstration of significant progress towards pupil proficiency, narrowing of the achievement gap, fiscal solvency, positive API growth, graduation rate increases, improvement in college entrance rates, and pupil progress in passage of common core standards.
