Brownley

Education Finance Reform Act

Requires the Superintendent to recommend changes to develop a clear, comprehensive school-based financial reporting system. Aims towards transparency and equity, rewarding programs which improve achievement outcomes. Establishes a Targeted Pupil Equity Fund, allocating supplemental funds to schools providing support services and instruction to improve academic performance and workforce preparation of low-income students and English learners. Establishes a Quality Instruction Fund to support professional development assistance to teachers and other school-site staff.

Establishes a structure for the implementation of the common core state standards by developing and adopting curriculum frameworks and professional development opportunities that are aligned to the common core state standards.
