Using $3 Million from the Clean Energy Job Creation Fund, requires the California Workforce Investment Board to develop and implement a competitive grant program for community-based and other workforce training organizations which prepare disadvantaged youth and veterans for employment. Requires grant recipients to provide outcome-based reports on individuals trained according to specified criteria. Also requires the agency, after the first year of program implementation, to review and assess the effectiveness of the program, identify problems and barriers to achieving the workforce development goals of the act, and develop solutions to improve program performance.
